Ball Foresaw Error of Escalation
A 1964 memo by George W. Ball warned that escalating Vietnam would likely fail. He cautioned Johnson against sending large U.S. ground troops or widening air bombing, noting Saigon’s weakness and North Vietnam’s potential to invade. Ball described risks of political miscalculation and suggested a broader air war would not assure victory.

Nixon Orders Advisory Committees Open To Public
The White House moved to open hundreds of federal advisory committees to public scrutiny with a new executive order. OMB Assistant Director Frank Carlucci warned that enforcing broader access would burden the office with staff and shift control to agency chiefs, while Congress debated House-passed legislation linking FOI disclosure to panel operations. The order and bill both seek more transparency and oversight of government advisory panels.
