River planning and flood control push for Ouachita and Little Missouri
H. K. Thatcher, former head of the local soil conservation office and Ouachita Valley executive vice president, urges revival of Ouachita river navigation from Monroe Louisiana to Camden Arkansas and voices support for flood control on the Little Missouri. He cites dredging progress on the Ouachita from Camden to Monroe, anticipated 12 000 to 15 000 tons monthly traffic, and calls for loading facilities and warehouses amid new paper mill developments in Nevada County. Thatcher notes wartime delays, the aim to catch up on river development, and compares Ouachita improvements to potential Red river work including channel straightening and dams with navigation locks.
