Fistfight Erupts as Segregation Issue Splits House Panel
In Washington the House Education Committee defeated 17 to 10 a bid to deny federal school funds to districts practicing racial segregation. A scuffle erupted when Rep. Powell, a New York Negro pastor, clashed with Rep. Bailey of West Virginia as Bailey accused Powell of sabotaging anti segregation legislation. The incident followed heated debates and ended with chairs overturned and Powell briefly unbalanced before aides restored order. The panel then rejected the antisegregation amendment, paving the way for final approval of a four year, 1.6 billion dollar federal state school construction program.
