HOT SPRINGS Ark AP Ish Beam chairman of the Hot Springs Parks and Recreation Commission said Thursday that sewerage pollution in Lake Hamilton must be fixed before Electric Island can be developed into a recreation area or theme park. The Health Department says Lake Hamilton and Lake Catherine are polluted by the city sewer system and the Pollution Control Commission has ordered a correction. Engineers are drawing plans to renovate the system. Beam said the Parks Commission formed in July 1968 will meet soon with outdoor recreation consultants to explore the island's possibilities. The land was donated to the city by Arkansas Power & Light Co in 1968 for development as a recreational area.
Washington AP report notes Supreme Court pressure for a special summer session on neighborhood school desegregation plans amid disputes over busing and zoning. Little Rock school board warns of chaos if courts conflict before September. Two Hope youths join Star as summer trainees, Bill Moore and Justin Caldwell, training in offset printing and news writing respectively.
U S intelligence reports the appearance in Egypt of an anti aircraft heat seeking missile similar to the Redeye. Designed to attack low flying aircraft by engine heat, it could complicate Israeli pilots already facing advanced SAM batteries. Likely supplied to Egypt by the Russians.
New York AP humor piece argues people waste life choosing between opposites from birth to death. It lists pairs like on or off, up or down, war or peace, and ends claiming most time is spent between options rather than in decisive action.
FAA chief psychologist Dr John T Dailey said the deterrent program to thwart sky pirates has proven effective in field tests and 10 months of operation. Eastern Airlines started use and now shows a lower hijack rate. Pan American Trans World and Continental also employ it at airports. New Orleans International installed full airport coverage this week. About 1.6 million passengers screened to date and only a few dozen denied passage.
Chicago police report Evelyn Okubo 18 of Stockton killed in the Palmer House hotel and roommate Carol Yamada 17 was found wounded. Both victims, members of the Junior Japanese-American Citizens League, were in Chicago for the 21st biennial convention when the assaults occurred. A note by the attacker was found in the torn room.

The Department of Transportation announced Arkansas would receive 10.2 million dollars in federal highway funds for the July to September quarter, about 2.5 million less than expected. Ward Goodman, Highway Director, cited a Budget Bureau cut as the cause, noting 3 million had already been paid last quarter and the current quarter would total about 7.2 million.
City police reported that Thursday at 3 16 p m a car driven by Mary Dell Cox hit an illegally parked car owned by Ben A Roberson. Only minor damage resulted from the accident on W Second Street. Officer Haltom investigated and no charges were filed.
Prince Charles and Princess Anne toured Washington at night as a group including David Eisenhower and Tricia Nixon. Charles led a 898-step ascent inside the monument while the rest preferred an elevator. The visit also featured a skeet-shooting display at Camp David and a Lincoln Memorial stop amid a large welcoming crowd.
Washington AP reports a compromise 4.4 billion education appropriation bill could be vetoed by President Nixon due to additions raising the cost 425 million above his request. House action 357 to 30 followed Senate-added funds and desegregation aid. The measure moves to the Senate, with the compromise allocating 551 million for aid tied to enrollment growth, 167.7 million in college grants, and 243 million in direct student loans.

Washington AP reports the Interstate Commerce Commission approved an average 15.2 percent parcel post rate increase and delayed a 35 cent surcharge for hard to handle packages. Post Office will consult users before applying changes, with the surcharge not set to take effect until April 1 1971. Fourth class mail revenue expected to rise by 123 million dollars to reach break-even. Local small packages would rise from 50 to 60 cents, eight pound coast to coast from 2.15 to 2.60.
Voters applying for absentee ballots in Arkansas primaries must declare whether they vote in the Democratic or Republican primary. The state code does not require a choice, but those who omit may receive a ballot for the undesired party. Democratic and Republican preferential primaries are on August 25, with the general primaries on August 8.
The Associated Press reports warm, mostly sunny conditions to dominate Arkansas this weekend with widely scattered afternoon and evening thundershowers possible. Daytime highs are forecast from the high 90s to around 70s, with warm nights and varied early temperatures across regions including Texarkana and Jonesboro. Some moisture increases Friday night may trigger isolated storms in southern areas, while other parts see minimal rain. Overnight lows range from the upper 70s to mid 70s across the state.
