McGovern Falls Short as Convention Debates Rules
McGovern of Nebraska failed to win a two-thirds rule suspension to bring the compromise to the floor, losing 1,483.08 to 1,411.05. Following Rev. Jessie Jackson’s warning, the convention rejected Daley’s bid to supplant the Jackson-Singer-led group by 1,486.5 to 1,371.5. Delegates faced credential cuts affecting Michigan, Texas, Rhode Island, Washington, Connecticut and Oklahoma as protests surged outside the hall. McGovern’s opening-night strength stood at 1,485.35, 23.65 shy of the 1,509 needed to clinch. The session opened with remarks from Lawton Chiles, Claude Pepper, Miami Beach Mayor Chuck Hall, and O’Brien.
