Nixon Officials Encouraged by Soviet Policy
Washington officials welcomed Gromyko's speech as signaling potential Soviet readiness for high level talks with the United States. The talks may lead to a summit later rather than now, with Nixon planning no Moscow stop during his around-the-world trip. The Soviets reiterated support for talks and began ratifying a treaty to curb nuclear weapons spread while indicating no immediate summit invitation.
