Mr Collins Opposes Unemployment Tax Cut in Arkansas
A memorandum from Hope argues against reducing the unemployment tax from 3 to 2 percent. Efi W. Collins of the Arkansas Unemployment Compensation Division criticizes the plan, noting five years of operation and merit ratings under federal law. He warns that delaying tax cuts until 1942 would burden labor and small businesses, urging candidates to push for earlier reform and preservation of revenue streams.
