Circuit Court voids mixed drink permits in dry counties

Judge Tom F Digby rules private clubs with mixed drinks illegal in dry counties and orders revocation statewide. The decision cites Act 132 of 1962 as not amending Initiated Act 1 of 1942 and signals a likely appeal to the Arkansas Supreme Court. The piece urges a state-wide wet or dry referendum to end local option inconsistencies.

Carter sends job tax program to Congress

President Carter sent a 31.2 billion two year jobs and tax cut plan to Congress. It includes a 50 dollar tax rebate for most Americans and aims to cut unemployment while curbing inflation. The package promises 11.4 billion in rebates this year and 10.6 billion savings over two years. It envisions 4 billion more for public works plus 415000 public service jobs and youth veteran training. Carter emphasizes speed fairness and budget restraint and projects unemployment fall by nearly one million by 1977’s end.

Cutbacks keep millions home in frigid fuel crisis

The Federal Power Commission says 11 states closed businesses and schools to save fuel while four major gas pipelines reported slight supply increases. More than 1.5 million people were out of work, including 1 million in Ohio, as schools closed amid the cold. In Buffalo eight people died in the blizzard, and 59 were arraigned for looting. A storm spread snow to the South with four inches in Texas and Louisiana. Congress and the White House pushed an emergency natural gas bill to allow transfer of gas between pipelines to reach critical areas. President Carter toured a turbine plant as officials warned of a national gas shortage and possible residential cuts in Pennsylvania. All state schools have been closed since Thursday.
