The report argues the plan cannot be funded, faces insoluble administrative issues, would depress business and living standards, and criticizes its tax and social security provisions as unsound. Circuit Court Costs Outlawed in Broke County
Arkansas Supreme Court ruled that circuit court costs cannot be paid when county revenues for the fiscal year are exhausted. The decision reverses Texarkana Circuit Judge Dexter Bush and upholds a $15,000 judgment by Glen Carmial of Hope against Hobbs Western for an arm amputation after a collision in Texarkana in 1934. The ruling endangers statutory claims tied to county overdrafts and may affect $4,500 to $5,000 in December 1935 creditors.
