Five men accused in the alleged kidnapping of 6 year old Jen Vickers were bound over to federal officers after a preliminary hearing in Texarkana Arkansas. The defendants from Dallas Tex Hugh Mulzac Smith of Texarkana and Lafayette County Ark faced $25000 bonds with Sw a i t h reduced to 320000. The alleged abduction took place January 8 from the Vickers home and she was found safe January 9 at a Texarkana motel. The hearing drew about 80 spectators and newsmen as the girl testified and cried, denying rape while alleging coercion. The defense sought to bar media from remaining testimony which the judge granted. No date set for further action. Smith was said to have aided in securing her release.
Robert Cockreham of Fort Stith Arkansas was named district manager for the 1970 Census of Population and Housing by Perry BR Millard of the Dallas Regional Office. He will supervise counties including Benton Boone Carroll Crawford and others from the 1095 Rogers Ave office. Training begins January 26 with 29 crew leaders and 49 census workers assigned to the district.
East Haddam Connecticut spinster Vivien Kellems petitions the U S Tax Court claiming the IRS disallowed medical deductions, overcharged taxes, and illegally collected funds for 21 years. She alleges the government owes her $76,000 plus interest and vows to press her case against tax collection.
The Federal Home Loan Bank Board authorized U S savings and loan associations to raise interest rates on deposits. Most passbook savers will see a maximum rate increase from 4 percent to the limit to stay competitive with banks. Each S&L may decide, but Chairman Preston Martin expects most to lift rates. Passbook counts rise as part of a $165 billion association base.
Israeli forces landed on Shadwin island at the southern Gulf of Suez, sank two Egyptian torpedo boats, and killed 15 Egyptian soldiers. Three Israeli soldiers were killed and six wounded. Egyptian army garrison on the uninhabited island resisted as Israel combed the area.

The bill to permit absentee ballots via machines is being drafted by the attorney general’s staff and will be introduced in the March session if Gov. Rockefeller includes it. Last year a related act prohibited machine voting, limiting voters to paper ballots and urging absentee voting by other means.
