Steed pleads for state to honor road paving contracts
Legislator E G Steed of Hope Ark argues that state aid contracts dating from 1928 obligate Arkansas to cover half the paving cost on South Main Street, urging a fair refunding bill that preserves homeowners' equity and warns against breaking promises to local residents in Hope and across 195 municipal districts. He cites four paving districts, bonds totaling 66400, state aid certificates worth 26065, and mortgage risk to homeowners if the state defaults. He demands action or no bill at all, stating state honor with local people matters.
