Arkansas Senate and House approve a bill to merge Arkansas A&M College at Monticello with the University of Arkansas. The measure passes 31 to 0 in the Senate and 95 to 0 in the House, now awaiting Gov. Dale Bumpers’ signature. The merger would take effect July 1 next year and place A&M under the U of A budget while preserving the A&M board.
AP reporting shows Coast Guard Admiral William B. Ellis, retired for a serious error in judgment in the Simanas Kudirka incident, had been lauded with a Legion of Merit days earlier for decisive leadership and meritorious conduct. Secretary Volpe defended the award while criticizing the later judgment. The controversy centers on the Kudirka affair and subsequent letters of reprimand for Ellis and Capt. Fletcher W. Brown.
Liberals misjudged Udall and O Hara splitting support to block rivals. Boggs claimed 125 to 130 votes on the first ballot but lucked closer to victory as Udall and O Hara together produced only 94.
