Washington AP reports that U S workers are switching jobs faster than ever. A Labor Department study links the trend to more workers under 25 and a favorable job market, noting 71 million employed averaging 4.2 years on current jobs, with younger workers moving more quickly and men staying longer than women.
MoscoW AP reports a young American, Ray Wortham Jr., sentenced to three years in a Soviet labor camp, was released today on 20,000 rubles bail pending appeal to the Russian Federation Supreme Court.
At the Arkansas Press Association convention in Hot Springs Gov. Winthrop Rockefeller faced sharp questions from Sen. Robert Harvey and Sen. Morrell Gathright about communication and the governor's open door policy. They criticized using the press to attack the Senate and defended the Faubus appointments and the prison trusty system. The convention elected Cone Magie president and named officers including J. W. Jackson and Harry McDonald.
Raleigh North Carolina AP reports Dr James Ferguson aged 50 has been appointed chancellor of the University of North Carolina at Greensboro after serving as acting chancellor for two months. He leads the institution and continues its academic mission in Greensboro.
HAL BOYLE reflects on turning 56 in New York, noting frost in winter territory beyond 55 and the mix of gains and losses age brings. He muses on jokes about presidency, PTA, heartiness of giving blood, birthday cards, habits, and the humor of aging while maintaining a childlike outlook.
U N Secretary General Thant reportedly believes pressure from Red China keeps Hanoi from replying to the U S offer to halt bombing. He speculates Peking would compel North Vietnam to retract any peace move, a view formed after private discussions with other Communist diplomats. Thant also says South Vietnam is not vital to Western interests and that the Viet Cong Front is a Hanoi stooge.
The Alcoholic Beverage Control Board issued five liquor permits on Monday under Gov. Faubus direction. Protests targeted the Wilmar and Cabot permits. Protests cited the Wilmar site being eight miles from Kansas A&M College and Cabot store near a legally dry area.
U.S. warplanes struck North Vietnam air fields with a series of bombing raids halted last year. Four major jet bases remained off limits. 1965 66 saw strikes on five all weather strips including Dien Bien Phu Vinh Na San and Dong Hoi. Phu Tho was also hit. repairs were halted as fighters neutralized the sites. Pentagon says fields could not support MIG operations.
Formosa AP The Chinese Nationalist Air force claimed two Communist MIG 9 jets were shot down in a battle northeast of Quemoy over the Formosa Strait. The Defense Ministry said four Nationalist planes on routine patrol met 12 Red jets. the MIGs attacked, the Nationalists fired back and downed two MIGs. All four Nationalist planes returned safely.
A 1904 essay by Virginia Cary Hudson, reprinted from the Spartanburg Herald Tribune, portrays China through a child’s eyes. It notes vast walls, silk, tofu and rice, missionaries, religions, and an imagined China near Leesville, with humorous misperceptions about geography, customs, and people.
Seven senators and Rep. Wilbur Mills testified they received no funds from a $66,300 political fund linked to Bobby Baker. Judge Gasch barred further Kerr connections as defense argued evidence. Mills and Fulbright among those who testified they did not get contributions in 1962 or later.

Two U.S. planes were down, a Norwegian ship and a U.S. minesweeper collided near Saigon, and a B52 strike hit suspected North Vietnamese troops near the DMZ. South Vietnamese reports said Viet Cong overran a post 325 miles northeast of Saigon. elsewhere 38 Red troops were killed in four skirmishes.
A spring beneath Beaver Dam on the White River pushes about 250 gallons a minute to the surface causing fears of drying reservoirs or a possible dam burst. Army engineers say neither will occur. The spring lies 500 feet below the dam and can be sealed by concrete grouting when leaks appear.
Arkansas Game and Fish Commissioner Hugh Hackler says Bayou Meto has received a slug of contamination and urges Pollution Commissioner Marvin Wood to clean up the bayou. He notes it used to be a fine fishing stream and insists there is no excuse for renewed pollution.
Washington AP report notes guests at Sen Everett Dirksen's 71st birthday included Vice President Hubert Humphrey and former VP Richard Nixon. President Johnson was unable to attend despite Dirksen claiming to issue an order for 9 o'clock.
