Arkansas lawmaker explains runoff aim in delegate election
LITTLE ROCK AP The author of a bill for popular election of 80 percent of Democratic National Convention delegates says runoffs were intended if no candidate won a majority. Rep Ode Maddox notes the 1971 act 347 implied a runoff for the two leading candidates, despite party rules. A court review tests whether the 1971 legislature meant runoffs and could force changes or a special session. The June 27 election date and July 11 runoff deadline frame the dispute.
