Labor Board and Lynch Bills Likely
Washington reports growing congressional sentiment for modest changes to the National Labor Relations Act while avoiding a full revision. AFL leaders push to curb the Labor Board's discretion in naming bargaining agents and some backers seek authorized submission of labor disputes to the board. Senators Wagner Van Nuys and Capper plan new anti-lynching legislation with changes to address objections from prior bills. Wagner notes two changes to reduce criticism: redefining gangster killings as lynchings and shifting the burden of proof in damage suits to victims or survivors.
