Weather Experiment Station reports 24 hours ending 7 a.m. Tuesday with high 39, low 29 and trace precipitation. Forecast clears and cold for Arkansas with night lows in the upper 20s to mid 30s and Wednesday highs in the upper 40s to mid 50s.
AFL-CIO said labor union inspectors will police the new federal occupational safety and health law to ensure enforcement by federal and state officials. It warned that DOL, HEW, and state governments are not ready for strong enforcement and noted the act takes effect April 28. The council urged robust funding staffing and enforcement while two federal departments decide if the law is vigorously enforced.

In Little Rock a federal trial opens Wednesday over a suit claiming Pulaski County Jail conditions amount to cruel and unusual punishment. Judge G Thomas Eisele and jail superintendent O A Allen toured the facility after a report warned U S jails are aging and crowded. The 43 year old jail’s third and fourth floors hold storage with one juvenile cell reaching 110 degrees. leaks and poor lighting were noted during the tour.
Senate subcommittee heard Carling's Breweries funded promotions for Black Label beer in US Army clubs in Vietnam. Money was laundered via the currency black market to pay kickbacks to club managers. A Carling's official visit yielded genuine promo only then.
Mike Kelly executive director outlined Hope Urban Renewal work at the Lions Club luncheon. Maps showed areas under discussion with 701 plan updates and University of Arkansas studies. Plans call for 61 substandard homes and 55 removals, 83 new housing units, federal rent assistance, and in downtown plans for parking, limited traffic, and small shops. Guests included John Sutherland of the Game and Fish Commission, Howard Milam of the Sheriff's Department, and Bob Brown of Hope Volkswagen.
Senate Democrats urged President Nixon to set a timetable for complete U S forces withdrawal from Indochina by end of 1972. The policy resolution calls for release of all prisoners and keeps flexibility beyond 1972. Senator Mansfield indicated support if Nixon acts, while Senator Mathias urged immediate action.
A late winter storm disrupted the Midwest with 15 foot snowdrifts and icy conditions extending to the Northeast. Seventeen people died across Texas, Oklahoma, Kansas, Missouri and Nebraska. Tornadoes hit Indiana, Ohio, Georgia, Florida and Carolinas injuring dozens and causing damage. President Nixon declared the Mississippi Delta region a major disaster area for federal aid as heavy snows and icing affected transport from the Ohio Valley to New England.
Fort Smith Arkansas AP report says Gov. Bob Riley told the Fort Smith Sales and Marketing Executives club Monday night that removing the state's inferiority complex would require a great deal of salesmanship.
Senate leaders and sponsors press a second effort to end the filibuster with a three-fifths rule. Senators Mansfield Church Griffin forecast varied support as they aim to convert 34 to 36 votes to overcome the 48 to 37 cloture tally and force a rules change.

El Dorado coroner’s jury to review the shooting death of 22 year old David Carlton Henry at Dr J W Miller’s home. Police say Henry entered seeking medical treatment then attempted an armed robbery. a struggle followed and Henry was shot several times in the chest and head. The report also notes an unrelated item about a 35 pound lobster.
