Bill aims to create state merit system in Arkansas
A bipartisan bill introduces a three member Civil Service Commission to head a state personnel department, covering about 12 000 to 13 000 state employees. The plan, backed by Rep Bill Wells, prohibits political campaigning by employees and faces Gov Winthrop Rockefeller scrutiny amid earlier opposition to retroactive reinstatement proposals. Other Tuesday measures include juror qualifications and a call to broaden Social Security. Senate and House actions cover transparency rules, health and life insurance for staff, racing meet extensions with city and charity allocations, higher premium taxes for insurers, and prisoner escape notifications.
