Bumpers Fall Short Yet Tested Session Ends Strong
Arkansas Governor Dale Bumpers saw most of his special session programs approved in some form as the Legislature adjourned. The session yielded a broad social services package to draw in about 26 million dollars in federal funds, expanded mental and physical handicapped programs, a group hospital and medical insurance plan for 16,000 state employees, and a loan scholarship program for medical students in rural practice. Opposition and compromises arose over AM&N College merger timing, drug control measures, and election procedures. The vote kept most major bills intact despite some modifications and a few defeats.
