Arkansas motorists who bought 1939 driver's licenses before Saturday save 15 cents as licenses increased from 35 to 50 cents over the weekend after Governor Bailey signed Senate Bill 131. Frank Clancy of the Motor Vehicle Division notes licensing is ahead of 1948, with about 300,000 drivers licensed this year. The rise partly follows a rule requiring licenses before obtaining automobile tag decals.
