Amendment 25 Nears Ratification in 1960s US Motion
Washington AP reports that Amendment 25 to the US Constitution, addressing presidential disability and vice presidency vacancy, nears final ratification. Thirty six states already ratified, with Alabama Connecticut Florida Georgia Illinois Minnesota Montana Nevada North Carolina North Dakota Ohio South Carolina South Dakota Texas still to act. Birch Bayh predicts votes by end of March. ABA supports it. The amendment allows the vice president to act as president if the president is unable, and provides a mechanism to fill a vacancy in the vice presidency. It requires a written presidential inability declaration or a majority of executive heads to trigger acting president status, with Congress confirming via two-thirds vote if challenged.
