Pan American World Airways on unaudited figures reports a 1970 loss of 48.03 million dollars or 1.37 a share, versus 1969’s 25.89 million or .75 a share. A spokesman cites an unexpected fall in traffic last autumn as the main cause.
Former Arkansas Insurance Commissioner John Norman Harkey asked the Arkansas Insurance Department to deny an Insurance Rating Board request for a 20.6 percent rise in automobile liability rates and a 23.9 percent rise in collision and comprehensive coverage. He, representing the Arkansas State AFL-CIO as an intervenor, argued the request violates state law and that the commissioner cannot intelligently determine compliance with statutory requirements regarding rate changes.

Washington AP report shows Arkansas ranked 46th among states in a Citizens Conference on State Legislatures evaluation. The study judged democracy and efficiency, with Arkansas scoring 41st functional and 46th informed, while California led. Larry Margolis argued citizen tolerance affects results.

An eighth victim was found after gas explosions collapsed four houses in Lambertville New Jersey. The Associated Press reports a frontal system brings seasonal cooling to Arkansas tonight with a chance of thunder showers as it pushes springlike warmth aside. Highs ranged from 36 in Jonesboro to 63 in El Dorado. overnight lows varied from 35 in Harrison to 60 in Texarkana, with light precipitation reported in several cities.
Bruce Bennett of El Dorado was convicted in Little Rock Municipal Court of driving while intoxicated. He was fined 150 dollars and sentenced to 24 hours in jail, with the jail term and 50 dollars of the fine suspended. Attorney Jack Lessenberry announced plans to appeal. Bennett was arrested August 25, 1969, with health issues and throat cancer surgery cited as factors by witnesses who testified he was ill and not intoxicated.
Prime Minister Edward Heath plans a March 21 to 23 visit to West Germany for talks with Chancellor Willy Brandt on East West relations and Britain's bid for European Common Market membership. Reports also say a spring meeting with President Georges Pompidou is planned for the same purposes.

U.S. and South Vietnamese forces push along the Laos and Cambodia border as air power and ground units strike along the Ho Chi Minh trail. Reports cite light contact in Cambodia with casualties on both sides while officials deny a Laos invasion and a 5,000-strong paratroop claim.
