Washington reports Douglas Wright of the Southwestern Power Administration disclosed plans for a steel plant in southwest Missouri or northern Arkansas. He noted the SPA rejected a private power company offer to buy government hydro power, citing monopoly risks and the need to favor public bodies while selling power at cost. The group seeks 5,000 kilowatts to integrate a steam plant with hydro energy. Wright also mentioned excess capacity could be sold reasonably as available, and he outlined a $1.38 million SPA program over four to five years.

Governor May Make Up Future Budgets
Little Rock Feb 4 Preparation of annual budgets for all State departments would be the Governor's responsibility under a constitutional amendment proposed in the Arkansas senate. Governor McMath called the resolution for a vote in the 1930 general election an administration measure. The amendment, by Sen. John W. Cloer, would have the Governor prepare budgets for each biennium within one week after the legislature meets and allow the Governor to be summoned before the body to explain details. Currently departments and agencies draft budgets. The senate considered this as the second proposal. a prior one targeted a voting age reduction and another would tax improve ment districts on regular tax statements. The bill also would restore the Game and Fish Commission eminent domain rights, now conferred by constitutional amendment. Another measure would raise tax collectors' fees, effective only if ad valorem taxes return or for counties with fixed salaries.
