Washington AP The nation’s rail unions returned to work after a 24 hour stoppage ended under Congress federal court and union leaders orders. A federal judge warned of 200000 daily fines if the walkout continued and talks were urged to settle a year long wage dispute.
The Andrew Whisenhunt family of Bradley in Lafayette County was named Arkansas Farm Family of the Year at a luncheon in Little Rock. Gov-elect Dale Bumpers spoke and presented the award as families from 67 counties competed. The Whisenhunts run a 1700 acre operation with cotton, soybean, corn and timber and began with an 80 acre purchase in 1957. They have five children.
Gov elect Dale Bumpers proposes to shield youths from state prison by housing 18 and under offenders in reformatories or juvenile schools. He backs funding for a minimum security unit and replaces the Cummins women's reformatory. He also favors more parole officers and stronger insurance reserve rules. The SST program gains $210 million and conditional survival after a House-Senate conference signals possible broader funding. Opponents promise long debate over environmental concerns and future costs.
The embezzlement retrial of Robert L. Pruitt was recessed after Circuit Judge Russell C. Roberts granted a motion to subpoena bank records of State College of Arkansas President Dr. Silas D. Four members of the Rice family were found slain in New Canaan Connecticut victimized by ax knife and hammer with a tie used to strangle. 17 year old John Rice Jr. is missing and sought for questioning after police issued a 13 state alert.
Seven federal grants totaling 65,220 aid Arkansas districts in desegregation. The Education Department reports the total districts aided reaches 64 and aid to 1.3 million dollars. Grants include 18,000 Fordyce, 4,500 McCrory, 9,800 Bradley, 5,100 Harmony Grove, 7,800 Hermitage, 14,600 Mineral Springs, and 5,420 Chichester. Arkansas receives 2,186,088 from a 75 million federal allocation for desegregation in the South.
Inde pendent Living Services Inc. of Conway, formed to run a community boarding home for mentally retarded young men, received the initial 5,000 dollars of a 12,000 dollar grant from the Arkansas Department of Mental Retardation. The money funds remodeling of a two story Conway house, with completion hoped soon after the new year.

Federal cochair E L Stewart said approval came at Gov Rockefeller's request as part of a broader program to raise jobs and incomes across Arkansas Missouri Oklahoma and Kansas.
