Senate panel moves to curb presidential war powers

The Senate Foreign Relations Committee approved a bill limiting the president's authority to commit U.S. forces to war without Congress approval. The measure, passed 13-0, caps use at 30 days and allows action only to forestall an imminent attack or to evacuate U.S. citizens under threat. Five Persons Found Shot to Death in Westfield

Five people including three children were found shot to death in a Westfield New Jersey home. Police said an alarm was issued for John E List an executive for a New York City firm who is wanted for questioning. Victims include Mrs Helen List 46 and her children Patricia 16 John F 5 and Frederick 13 plus Alma List 60s the mother. A handgun was found but not confirmed as the murder weapon.
