FHA head sees little housing change
Washington December 3 A key official said a new government move to curb racial and religious discrimination in future housing means little change in present bans against minorities. F W Richards commissioner of the federal housing administration said the plan to deny federal guarantees on home mortgages where new restrictive covenants are on record will apply only in exceptional cases. He added the ruling will have no effect on properties with past racial covenants. The policy to be effective in the future was announced by Solicitor General Philp B Perlman with President Truman's backing. Perlman told a New York audience that the federal housing administration is amending its rules to refuse financing for properties restricted by race color or creed. He noted restrictions must be recorded after the effective date for the ban to apply. Richards said the evidence shows most dwellings remain eligible for FHA financing and that the change represents an exceptional case only. The policy was mapped during talks with Truman and other officials. Carl Gray Veterans' Administrator said he would adjust GI land rules to cover the same provisions as FHA. Nathaniel S Keith director of slum clearance for the public housing authority said federal projects for slum clearance and low‑income dwellings will adopt the new policy. In the South the changes were viewed with calm.
