Governor Who Cuts Taxes
Maryland Governor Herb O Conor, 44, presides with tax cuts and brisk activity. He slashed the real estate levy from 23.35 to 14 cents per hundred in 1942 and to 12.65 cents in 1943, saving taxpayers about four million dollars over two years. He weighs a special session to cut state income tax, and keeps busy with six to ten speeches weekly.
