Here and There editorial on federal home loan plan

An editorial discusses President Roosevelt's proposed building and loan rehabilitation program. It explains local savings and loan associations under federal supervision, backed by the Federal Home Loan Bank, to spur home construction and refinance mortgages while avoiding overexpansion and intercompany competition. It also notes opinions from Roy Anderson's Rotary club on practical finance and social commentary. It ends with a contrast to Mexican legal insanity rules and critiques of U.S. jurisprudence.
