Tax Reform Dives Into Arkansas Property Tax System

In Lite Rock, November 17, the Joint Tax Revision Committee urged Governor-elect Francis Cherry to pursue real property tax reform. Recommendations aim to centralize assessment oversight, create a state tax commission, and enforce uniform appraisal at full value with local control balanced by a three-member state body. Local boards would include county officials and city representatives. The piece contrasts Arkansas tax burdens with national levels, noting 1951 state taxes at 5.8% of income vs 4.14% nationally, while local property tax per capita runs far lower than neighboring states. It warns state aid dependence and federal grant reliance threaten local tax capacity and foreshadows future schooling aid inquiries.

LITTLE ROCK The Arkansas State Tax Assessors Association convention opened with a plan to revamp the property tax system. The proposals are to be placed on the ballot in 1954. Continued on Page Two.
