Recruiting Black Sailors Unsuccessful
AP reports three years of efforts to recruit Black sailors into the Navy officer corps have yielded little progress as Negroes remain under 1% of 80,000 officers. Only 539 Black officers above ensign rank wear Navy uniforms, despite some gains. Lt Commander Robert L. Toney and Lt Commander Melvin Patridge cite image barriers and private sector competition as key factors, noting the Navy’s longstanding lower Black representation than the Army, Air Force, and Marines.

Editor Fired Over Razor Blade Incident at Lackland
Richard Beene reports on the firing and rehiring of Lackland Air Force Base newspaper staff over Operation Razor Blade. Journalists John Polich and Jim Palmer faced suspensions for cropping a Maj. Gen. Samuel photo into 10 000 copies, prompting Proxmire to condemn the incident as a press freedom violation. Palmer defends the cropped image as a space issue, while base spokesmen would not comment pending official letters. The piece closes with a note on how horse height is measured in hands and the four-inch hand unit.

Little Rock Schools Face Sept Plan for Desegregation
U S District Judge J Smith Henley ordered the Little Rock School District to present a desegregation plan by September 1 to remove racially identifiable junior high schools within two years or risk delaying the opening of junior high grades scheduled for September 8. The judge approved the district's elementary and high school zoning while permitting changes to transportation and school pairings as needed. He also mandated shifting Negro students from College Station to McClellan High and Cloverdale Junior High in Pulaski County to satisfy desegregation requirements and accepted most of Pulaski County's plan for the fall. The North Little Rock District received court approval for its 1970-71 plan with a two-year phaseout of Jones Junior High.
