Water district seeks large grant to fuel regional mill and city growth

The Southwest Arkansas Water District asks the Economic Development Administration for a 9.6 million loan and 4.8 million grant to fund Millwood Dam water distribution to Nekoosa Edwards in Ashdown and to Foreman Texarkana area and to Champion Paper in McNab Fulton area. The plan aims to cut water costs by about half versus revenue bonds, supporting Millwood water use, plant expansion, and municipal supply for Hope Hempstead Magnolia and nearby towns. Approval hinges on White House decision amid Arkansas politics, with a Washington trip planned by a district committee led by Senator John L. McClellan. The group warns delays could stall construction and regional growth.
