The House Ways and Means Committee approved a roughly $3.2 billion social security measure after five months of hearings. It would raise benefits for recipients, start tax increases with a $44 maximum next year, and tighten Medicaid eligibility while pushing work requirements. The plan also boosts minimums from $44 to $50 and increases special benefits for seniors 72 and older.

Texarkana International Paper Company officials announced plans to build a $97 million mill on the Sulphur River below Texarkana Dam in northeast Texas. The plant, 10 miles south of Texarkana, would begin in early 1970 with two machines and an annual capacity of about 231000 tons of bleached board and paper. It would employ around 750 people with a payroll over $6 million, pending fresh water and effluent permits.
President Johnson asked Congress for a 10 percent tax rise on individuals and corporations to fund a Vietnam buildup. He proposed increasing U.S. troop levels to 525,000 by next June and accelerating corporate tax payments to 80 percent of liability, projecting $800 million in extra revenue in 1968. He also urged extending excise taxes and delaying auto tax reductions to 1969 and 1970.
Through July Hope reports 186 auto accidents with 38 injuries and no deaths, up from 173 wrecks and 46 injuries last year. July alone had 27 wrecks, many on Thu Fri Sat, with 80 percent in the afternoon. Most crashes involve drivers aged 50 to 59, with 40 to 49 and teenager groups close behind. Gov Winthrop Rockefeller approved more than 52000 dollars in federal Contingency Allocation Fund money on Wednesday. The Commission on Coordination of Higher Educational Finance will receive 47302 dollars for a statewide study of higher education, and the Arkansas Pollution Control Commission was allotted 5054 dollars.
