At the Arkansas School Band and Orchestra Association State Festival in Hot Springs the Hope High School Band directed by Richard Keyton earned 22 first place medals and 30 second place awards. The Supreme Court voided Virginia’s certificate of residence requirement for federal elections, ruling it unconstitutional and burdensome. Chief Justice Warren delivered a 9-0 decision noting the case falls under the 24th Amendment’s poll tax ban. Virginia’s 1963 plan forced six month pre election certificates for non paying voters.
Hempstead County Farm Bureau urges Congress to reject the administration farm bill and supports a constitutional amendment permitting states to apportion their legislatures.
