Washington April 7 The army sketches a four year Japanese recovery program separate from the European sea enterprise. It would cost a fraction of the 60 000 000 first year outlay in Europe and be led by the army not civilians. Under secretary Wilton H Draper Jr outlined the plan after a three week survey with business officials. The group included Hau G Hoft Juan named by President Truman to direct the European program and he joined Draper in describing the effort as essential to put Japan on her feet. Draper said the proposal has State Department as well as army backing and reporters report a Congress approval would push ahead despite pacific wartime critics.
