Editorial on holding companies and AT&T regulation

It argues for a costly federal inquiry to reveal true production costs, enabling state and local governments to act, and notes Roosevelt’s program pending fulfillment. The piece ends with Fordyce’s thanks and signature.

Telephone Probe to Cost Million Urged on Congress

Walter M W Splawn, new ICC member, urged a detailed year long study of AT&T and its holding structures to justify federal regulation. He argued for a budget of 500000 to 1000000 and said the large system holds assets near 5 billion dollars while telephone service costs lag behind rail charges. He warned regulation has been nominal and called for strict limits on holding company activities and extended regulation to all operating and holding entities.
