The House Appropriations Committee approved a State Department plan to use Marines and Navy Seabees to guard and help build foreign service facilities abroad after secret listening devices were found in Moscow and Warsaw embassies. The Navy personnel would be reimbursed. The move was part of a $2.126 billion omnibus appropriation, about $101 million below Johnson's request.
