LITTLE ROCK The legality of Arkansas driver responsibility reform was upheld by Circuit Judge J Mitchell Cockrill. The 1952 statute requires drivers in accidents with injuries or damages over 100 dollars to post cash security with the state insurance commissioner. Plaintiffs Franklin of Garland and Simmons of Little Rock said they would appeal.
