Holbrook Enacts Roaming Animal Ordinance 1917
The town bans roaming horses cattle sheep goats swine geese and poultry within Holbrook limits and sets impounding of unowned animals for five days with sale at public auction. Fees per day: two dollars fifty cents for larger stock and cattle, one dollar fifty cents for goats sheep hogs and poultry. Unclaimed proceeds held ninety days for owner proof. Violators face fines from five to fifty dollars.

Holbrook Enacts Ordinance on Removal of Filth and Refuse
The town council approves Ordinance No. 6 requiring all property owners occupants or agents within Holbrook to remove filth garbage and refuse from premises and keep them clear. Refuse must be removed beyond half a mile from town limits or buried burned under town marshal supervision with penalties 5 to 25 dollars or arrest upon failure within stated hours. The notice to noncompliers triggers enforcement with costs charged to the property if uncleaned.

Holbrook Ordinance Bans Spitting on Public Streets
The town of Holbrook adopts Ordinance Number 5 prohibiting spitting or expectorating on public sidewalks floors and public places of amusement or worship. Violators face a misdemeanor conviction with a fine between five and fifty dollars or jail time from five to fifty days, or both.
