The Spreckels refinery is reportedly operating at full capacity as industry aims to resume normal activity. In Washington delegates press for Hawaii refunding legislation with President Roosevelt aiding to secure backing from Payne and Dalzell. The Senate is expected to act soon.
May 11 report from St. Petersburg describes elaborate ceremonies marking the opening of the Russian Parliament. The throne speech by Czar Nicholas was disappointing as it made no mention of amnesty for political prisoners. The Douma opening is hailed with rejoicing across the Empire.

Oakland also notes relief funds rising to 5 318 461 and insurers preparing to pay fire losses while General Greeley sets up city food kitchens and banks maintain liquidity.
San Francisco May 5 wholesalers will soon be housed along the Southern Pacific line south of Townsend street. A definite action to this end was taken at a meeting yesterday on Sutter street, attended by most large city wholesalers.
Dr. Jared G. Smith, back from Washington, reports a protective tariff on coffee unlikely this session. Public sentiment favors a tariff decrease, though Porto Rico backs it, while a direct bounty is seen as more feasible. Smith proposes developing a market for Hawaiian coffee with help from the Promotion Committee to sway opinion, hoping tariff needs follow.
Judge Matthewman set aside a jury verdict in the case of David K. Baker versus A. M. Brown et al. Baker claimed $20,000 for being ejected from a school house he possessed. The panel had awarded Brown $505, Atkinson $2,500, Andrews and Kamauoha $1 each. the motion argued the jury separated damages while suing for joint damages.
Acting Governor Atkinson signed a proclamation setting apart Paauilo homestead lands in Ha makua for a tobacco plantation. Lot 17 reserved for three years for department use then reverts to the Territory. Mr. Smith leads a broad venture with private capital backing. First regular field tobacco cultivation attempted locally.
Fraser will join J R Stackable in San Francisco and accompany him to the Azores. If plans hold, Fraser will stay in Europe after Stackable’s return. He has headed the Hawaiian relief bureau in San Francisco and is a well known local business figure. Stackable was chosen by the Board of Immigration to secure laborers for Hawaii and held a customs post here with a six month leave to act as Hawaii’s agent.
