Land policy could drive settlers from Hawaii islands
In a Hilo Tribune editorial from June 10 1904 the paper criticizes a new Land Office rule requiring homesteaders to reside on their leaseholds for three years to gain patent rights. It argues the policy threatens to deter settlers and penalizes actual improvements, noting exceptions like six month absence under law and questioning bureaucratic overreach. It also comments on Honolulu grand jury coverage and criticizes the Attorney General's office for sensationalism.
