United States Attorney Breckens issued an opinion declaring the citizen labor law void for constitutional reasons. The 1903 statute barred non citizens from public work, with temp permits allowing non citizen labor if citizen labor scarce, eight hour days in government service, and penalties for contractors. Also reports from Oyster Bay and Tokyo mention Le Witte meeting Roosevelt and emigration concerns over Panama arrangements and safety.

Dr J Holland of the Park Commission secured a lease from Hawaii Mill Co for 3.8 acres around Rainbow Falls in Honolulu for park purposes. The 16 year lease at 4.50 per acre per year totals 1330.4 yearly, with $200 demanded to release the reversion. legislature likely to set aside land for park use.

Hilo Hospital Reopens Under Dr Holland Two-Year Contract

The Hilo Board of Trustees will reopen the hospital and hire Dr John Holland for two years to staff it with two nurses an assistant and cover running costs He will provide five beds for indigent patients and medical care while receiving 250 monthly from the territory Similar terms were in the prior contract with Drs Grace and Irwin ending June 30 1905 Dr Holland stated the hospital will remain open even at a potential personal loss and will allow other physicians to admit patients under their care Miss LaVoy head nurse awaits arrival from Honolulu
