Letters between Acting Governor Atkinson and Public Works Supt Holloway discuss hiring non citizen labor on the Ookale Kaiau road contract awarded to LM Whitehouse. Holloway defends using available citizen labor where possible while Whitehouse follows bid specs. Atkinson presses to revoke Asiatic labor privileges and favor citizen workers. both officials exchange further notes and hesitations, with appeals to the Attorney General and road board for guidance.
Call for primaries announces precinct meetings across the district on Friday July 22 at 7 30 to nominate district committee members and delegates to the Territorial Convention with a second primary on Saturday August 6 from 2 to 6 pm. District committee elected will meet August 12 1964 at Firemen's Hall Hilo to nominate candidates for Senators Representatives and delegates for Congress. Territorial Convention will elect a new Territorial Central Committee and determine representation basis for district committees and the convention.
