Washington AP reports a policy split in the Nixon administration over tax reform surfaced in letters between Treasury Secretary David Kennedy and Welfare Secretary Robert Finch. Finch argued the House bill provision curbing foundation political activities would gravely damage the public welfare, while Kennedy contended the line between education and influencing legislation is flexible and the IRS would exercise sound discretion. Kennedy told the Senate Finance Committee the administration takes no position on the provision. The change would ban many foundation activities including voter registration drives and could hamper government consulting services, according to foundation officials. Earlier, Justice and Commerce debated easing anti trust limits on joint newspaper operations.
Libya's revolutionary council says two military committees are posted at Wheelus U.S. Air Base to monitor all air and road traffic after two smuggling incidents this week. A Libyan News Agency report cites a Libyan Jew smuggling case to Malta on Sept 23 and a car carrying seven firearms found near the gate two days later. Libyan troops are inspecting vehicles and Libyan customs and emigration officials are stationed at the base to prevent illegal passengers or cargo on arriving or departing planes.

Thieu signals possible large withdrawals in 1970 if weapons and equipment are supplied, while Nixon resists automatic timetables. Washington AP The House Armed Services Committee will open hearings Tuesday on President Nixon's draft reform proposal. Chairman L Mendel Rivers announced the hearings on a bill to repeal the provision blocking a lottery style draft by executive order. The move aligns with Nixon and Defense Secretary Melvin Laird who seek changes to the draft to reduce manpower needs and ease college protests. Rivers said the special subcommittee will study a plan to limit eligibility to 19-year-olds via a random lottery, a Johnson era concept.
