Statewide school bus strike would cost millions in transport
North Carolina faces a potential move toward universal bus service if counties push the “all children ride” plan. LeRoy Martin of the State School Commission warns that full rural coverage could double current transport costs to 3.4 to 4 million a year, possibly reaching 5 million with more students and miles. He notes the 1933 law limits walking to school within two miles and that counties could fund expansion only via supplemental taxes.

Forsyth Guilford Mecklenburg and Durham counties show large year to year changes in transport budgets, with Forsyth facing a major cut and last year’s high post for transport funded largely by local school funds.
