Nine foreign ministers gather in London at Lancaster House for talks on Europe's defense structure. Britain and France clash over plans to include West Germany in a European army and NATO links, with Dulles and Mendes-France leading divergent views on governance and inspection powers.
In Beaufort North Carolina after Hurricanes Carol and Edna, over 75 wild ponies and about 300 cattle were reported killed on the Outer Banks. Claude Brown of Marshallburg reported his herd of 45 ponies destroyed. A wild pony rodeo and a public sale of the remaining ponies are planned for October 3 in the area.
Seven people died when two aircraft collided near the Patapsco River entrance to Baltimore Harbor. One plane was a six passenger Navy craft and the other a Beechcraft believed flown by an Air National Guard unit. Six victims were identified as air reservists from the Washington area.
Seattle writer Mrs. Alice Franklin Bryant, a wartime internee who spent years in Japanese camps, launches a signature campaign to present an apology to Emperor Hirohito in November. She blames U S silence and calls for compensation for damage to fishers and the Lucky Dragon tragedy.
A six member committee report on censure charges against Senator McCarthy is expected to stop short of recommending censure while containing sharply critical language about McCarthy. The bulkier document, shaped by both parties, will be released Monday and presented to the Senate for a November 8 session after the general election.

He warns the U S will not gamble its survival on a fragile European shield and urges French cooperation with rearmament under safeguards. About 500 inmates rioted at Chicago's prison during the evening meal over a hot dog and split pea soup menu. Tear gas drove them back to cells, but 970 men in the north block continued shouting and throwing shoes. Fires and smashed furniture were put out by firefighters with no reported injuries.

Hawthorne New Jersey September ceremony unites Clarence Red Mosley a Korean War veteran who lost both arms and feet with Ruth Shaw in a candlelit service at the First Reformed Church. About 500 friends attend as Mosley announces plans for a Cuban honeymoon and a future snack bar venture. He was wounded on December 4 1952 while on an Air Force mission and parachuted to safety.
Adlai Stevenson accuses Republicans of failing farm policy and stalled government. He cites shared hopes for prosperity, full employment, and unity, criticizes division between old and new factions, and urges voters to back Democrats on November 2.
