Senate ratifies amendments to treaty amid debate
The Senate adopted a Russell proposal requiring ratification of amendments to the treaty by a 79 to 9 vote, with Javits’s motion to kill it losing 79 to 8. Fulbright said the resolution would not alter the pact or require action by other signatories. Critics feared loss of nuclear superiority and warned the ban on atmospheric testing could hamper defense. Meanwhile, Lt. Gen. Wallace M. Greene was named Marine Corps commandant to succeed Gen. Shoup, who declined another term for health reasons. Greene, chief of staff since 1960, served in World War II assignments including London and Pacific campaigns.
