City Council in a heated session again failed to set the tax rate for the 1938-39 fiscal year. City Manager E. M. Knox recommended a rate of 1.50 dollars per 100 valuation and a budget of 1,895,903.21 with estimated income of 1,902,483.81. An adjourned session was called to discuss other matters, with doubt that rate or budget action will occur then. Continued on page two.
A continuous stream of motor trucks rumbled through Berlin and eastern Germany rushing troops to undisclosed destinations. Hitler headed to Godesberg to meet Chamberlain as Germany readies a final act in the Czech crisis with Poland and Hungary pledging support for annexation.
Raleigh September 21 The North Carolina Supreme Court remanded the Deane congressional race case. It orders final county returns from Richmond and Davidson counties not to wait on separate results. The ruling is seen as a victory for state election law and could nullify Deane’s nomination if further investigation questions the returns.
The Communist party newspaper Pravda denounces an attempt to suppress and divide Czechoslovakia. It warns Britain and France that Soviet Russia opposes actions by them and opposes any national or imperial oppression wherever it occurs.
Washington September 21 Dr George Seebauer head of the German board of efficiency told the International Management Congress the assurance of work for every able bodied worker creates economic security in Germany. He spoke at a luncheon on social and economic policies noting employer employe willingness to cooperate and the aim of lasting change. Dr Karl T Compton MIT president urged management to serve the public rather than seek quick profits.
London dispatch reports Prime Minister Neville Chamberlain will depart Hestern Airdrome at 10 a.m. for his second meeting with Adolf Hitler. He plans to fly to Cologne then proceed to Godesberg for a 3 p.m. conference.
London dispatch reports Winston Churchill condemning the partition of Czechoslovakia under Anglo-French pressure as surrender to Nazi force. He urged Parliament be called and warned acceptance of Hitler terms prostrates Europe before Nazi power.
Stratford on Avon Sept 21 Former foreign secretary Anthony Eden told an English speaking union dinner that continued retreat leads to widening confusion and urged a firm stand. He warned crises bring Britain toward war and recalled warnings from recent weeks as he criticized hopes for resolving issues without force.
A tropical hurricane swept 75 miles east of Cape Hatteras threatening shipping but causing little damage. Warnings extended to Hastport Maine as small craft sought shelter and ports reinforced buildings and drydocks in Norfolk and coastal towns.
In Treviso Mussolini urges solving the Czech crisis by including Hungarian Slovak Polish Ruthenian and Romanian minorities. He frames the issue as part of a broader Czecho-Germano-Magyar-Polish-Rutheno-Slovakia settlement and credits Britain’s prime minister with steering toward peace.

CHAPEL HILL September 21 Charles Thomas Woollen comptroller of the greater University of North Carolina died of a heart attack at 8 30 am Born November 18 1878 in Guilford county he would have been 60 this November Known as Mr Charlie he guided the university through its growth Col Harrelson called the loss the greatest blow to the university Woollen began as registrar in 1901 rose through roles including secretary purchasing agent proctor treasurer of the athletic association and business manager before becoming comptroller His dedication justified naming the new gymnasium in his honor and trustees praised his work for the university and athletics.
The Census Bureau reports the cotton spinning industry operated at 76.2 percent capacity in August on an 80 hour week, up from 70.2 percent in July but below 85.2 percent in August last year. Spindles in place totaled 26,312,694 with 22,152,526 active during the month. August active spindle hours reached 7,374,791,306, averaging 280 hours per spindle in place.
Japanese troops reached near the Peiping Hankow railway line capturing Kwangan city 60 miles east of Linyang and advancing toward Sinyang 100 miles north of Hankow. Observers say the next days may decide Hankow fate as Chinese casualties mount.
