Busing Unsuccessful In Richmond Desegregation Plan
In Richmond Virginia the new desegregation busing plan failed to produce the expected racial mix after three weeks. White enrollment fell short by about 4,000 from the projected 21,139, with most missing whites from Chesterfield County, while Black pupil numbers rose to 30,413. School officials and NAACP attorneys say the plan does not meet Judge Merhige's ideal, urging quick relief to end isolation for all pupils.
