After five days of heavy rain eastern Carolinas rivers and streams overflowed their banks. Transportation and communications disrupted, thousands of acres flooded, and many families made homeless as water levels rise toward record peaks.
London reports that allied foreign ministers will likely not move beyond the Italian peace treaty in the current meeting. The Yugoslav Italian border dispute and Balkan questions may wait for a November or December session with U S Russia Britain China and France. Tripolitania and Eritrea claims from Russia draw commentary in London's papers.
William Joyce known as Lord Haw Haw was convicted of treason at Old Bailey and sentenced to death for German propaganda. He left Britain in 1939, later took German citizenship, and will appeal. Crowds outside cheered as Joyce showed a Nazi salute.
Washington reports that more oils and soap will be available to civilians in the last quarter of 1945 while sugar supplies shrink. Secretary of Agriculture Anderson estimates vegetable oil shortening cook and salad oils up 11 percent, household and bar soaps up 5.4 percent, and sugar down 28 percent.

He stated occupation forces are instruments of policy, not determinants, amid White House, War Department, and State Department tensions after MacArthur suggested cutting occupation forces to 200,000 in six months.
Lenox Iowa superintendent Samuel J. Wassom recounted final enrollment figures. Grade school shows 75 girls and 75 boys, high school 58 girls and 58 boys, totaling 133 girls and 133 boys.
Fayetteville was marooned and highways east and south of Raleigh flooded as four rivers swelled. Weather bureau called it one of the worst floods in state history with the Cape Fear at Fayetteville, the Dan at Danville, and the Haw at Moncure at record stages.

The court heard how Lt. Samuel C. Epes led officers to a shallow foxhole outside Fort Jackson where the body of Lee Williams Epes was buried. Richland county authorities testified about the discovery on St. Valentine day as the case proceeded in Columbia.

Mrs Irene Whitten Shaner widow of Clyde T Shaner died at a local hospital this afternoon at 2 following an extended illness. Surviving are her son W E Price Jr and several brothers and sisters. Funeral services will be held from Parkway residence Thursday at 4 PM with interment in City Cemetery.
The bombardier who dropped the Nagasaki atom bomb, Captain Kermit K. Beahan of Houston, Texas, is among three B 29 crews aboard a non stop flight to Washington. The mission is a return to the United States for another assignment aboard a plane piloted by Brig. Gen. Emmett O Donnell. Beahan dropped the August 9 warhead and this was the only combat bomb he released.
The state supreme court upheld a superior court ruling denying a defense motion to dismiss the action brought by Fred English in Madison County. English alleges a conspiracy to remove him from the clerk of the superior court post and claims unlawful imprisonment after he refused to vacate.
Flying non stop from Japan to Washington three B 29 superfortresses reached the halfway point of their 6 500 mile flight today exactly on schedule.
Three B 29s flying from Japan to Washington passed over Edmonton Alberta at 11 40 a m Eastern War Time today. Each aircraft was commanded by a senior air forces general and the formation was about 2065 miles from Washington averaging over 300 miles per hour.
At 9 a m EWT Lt Gen Barney M Giles commander of the flight radioed that the three big bombers were 120 miles south of Watson Lake Yukon territory Canada, which is almost 400 miles past the midway point at White.
President Truman pledged no padding of armed forces and no one held longer than needed. He noted MacArthur revised troop estimates for Japan and Korea, with initial 500000 cut to 400000 and then 200000. The army aims to discharge over 2 million soldiers between V Day and Christmas 1945, rising to 22 000 per day before year end and over 25000 daily by January 1946.
Secretary Forrestal told the House Naval Committee the postwar sea power must include about 300 modern major combatants with 11 battleships 15 aircraft carriers 21 cruisers and 176 destroyers. He proposed a ready reserve of additional major ships and emphasized adapting the Navy to atomic weapons.
