Berlin reports the German high command announced Kiev fell with the swastika flag flying over the citadel less than 12 hours after Russian acknowledgment of German forces at Kiev gates. Kiev, home to more than 850000, had endured a two month siege.
In Winston-Salem the North Carolina Young Democrats resolutions committee debated a resolution condemning U S Senator Robert Reynolds for his lack of support of the Rosevelt administration foreign policy. If adopted, the measure could be offered to the floor at the tenth annual convention. The meeting opened yesterday and some members warned the plan might be defeated unless counter resolutions endorsing the president’s policy were adopted.
President Roosevelt rejected proposals to extend military control over defense industry and export power. Civilian agencies will manage raw materials, production, priorities, and export controls, signaling a major shift in defense governance and a behind the scenes power struggle. The executive order on Sept 15 moved export control to Wallace’s economic defense board, headed by Milo Perkins. Brig. Gen. Russell Maxwell was relieved and returned to the War Department. over 100 army officers remain assigned to export control awaiting disposition.
A wartime report from a British port states that Britain maintains at least 2,000 ships at sea with no fewer than 400 in danger zones. Jackson Michigan September 19 John L McCloy assistant secretary of war said Germany has 38,00 divisions nine to ten million men under arms with perhaps 100 more to be drawn into Russia. He warned hostilities may expand to the Mediterranean Spain and North and West Africa. He noted German tanks and planes on any one day could exceed all forces used in the last war. He argued the United States and England will soon command sea and air, and American armies will be ready next year if needed.
A walkout of AFL electricians in Kansas City ends as strikers return to work after the power company reinstates all workers. Separately, merchant sailors on Atlantic and Gulf coasts show willingness to arbitrate conditions. The dispute centered on jurisdiction and representation of about 200 overhead workers and 12 steam-plant employees, with the National Defense Mediation Board offering to intervene.

London dispatch says Russians could field a large army even if Germans threaten Kharkov and the Donbas. Despite Ukraine losses to coal, oil, steel, Soviet sources insist reserves in the Urals, Central Asia, Moscow and Leningrad areas sustain industry. Germans aim at Kharkov and Rostov, but alternative lines from Moscow would keep transport functioning.
Bernard Baruch urged Congress to enact a comprehensive price ceiling as the wartime crisis demands. He favored a single administrator and said farm prices should not drop below 110 percent of parity, preserving farmer purchasing power based on 1909-14 levels.
Berlin reports two German army groups converging on Kiev have trapped four Russian armies in the Ukraine. German headquarters claim Russian losses total more than 3,600,000 to date, with 1,800,000 prisoners counts and high casualties in air forces. The notice also notes sieges around Leningrad and Kronstadt and presents casualty figures through Aug. 21.
Acting Secretary of the Navy James Forrestal urged the Senate to grant authority to revoke licenses of radio workers suspected of subversive activity aboard American merchant ships. He warned the Navy would otherwise be forced to replace all operators aboard ships. AFL and CIO radio and maritime units opposed the bill as anti union.
Raleigh reports the Highway Commission ruled billboards cannot be placed within 50 feet of highways with enforcement starting in November. Sign owners have a year to remove or relocate. The move excludes roadside business signs. The commission also extended sick leave and vacation to about 7,000 maintenance workers and discussed Route 17 alternatives near Plymouth and Albemarle Sound bridge.
The Soviet Bureau of Information announced that German armies besieging Kiev penetrated to one gate of the Ukrainian capital after heavy fighting. Fighting raged along the front with the Red Air Force striking at Axis troops and airbases as the front stretched from Kiev toward Odessa. German losses were reported at 112 planes on September 16, while Soviet losses were 29.
Former Ford plant manager, earning $30,000 yearly, bought photographs of current and planned American warplanes. The defense acknowledged the purchases and publication, while denying any espionage intent. The witness described meetings in Bridgeport, May 22, 1940, and the transfer of 101 aviation images in editions released for public use. The defense argued all material was public domain and not disclosing defense secrets. George Battle asserted Heine had managed Ford plants in Europe before losing his position over citizenship.
