States Decide on New Prison Camps
Enterprise Bureau in Raleigh reports the North Carolina highway commission to approve bids for five or six new prison camp constructions and to consider additional camps. The plan includes model permanent camps in McDowell, Burke, and Wake counties with brick and wood structures and fire safe sleeping quarters. Solitary confinement remains the extreme punishment with dark cells in each camp as reform aims. Prisoners are adjusting to the system and show improved conduct under fair treatment expectations, says J B Roach.
